Possible causes

Dirty or stuck injection actuator
Weakened return spring
Obstructed linkage
Defective internal position sensor

Recommended actions

Inspect injection linkage
Clean fuel solenoid/actuator
Reset ENCU learning parameters
Replace fuel actuator
