Possible causes

Failing speed sensor (pick-up)
Fuel actuator stuck at maximum
Combustible vapors entering intake
ENCU calibration error

Recommended actions

Inspect throttle/fuel actuator
Clean and adjust speed sensor
Check for oil leaks into the intake
Recalibrate speed parameters
